Andrew Walsh, Senior Associate

Andrew is a specialist telecommunications, media and technology (TMT) lawyer.  His practice is focused on complex commercial transactions and related strategic regulatory matters in the TMT sectors, both in Australia and internationally.

Most recently, Andrew has acted for:

• NBN Co Limited on a range of wholesale and regulatory issues associated with the deployment of Australia's National Broadband Network (NBN), including the development of NBN Co's Wholesale Broadband Agreement and Product Catalogue;
• SingTel on its commercial arrangements with the OpenNet consortium to design, construct and operate the passive infrastructure of Singapore's Next Generation National Broadband Network (NGNBN), the subsequent divestment and leaseback of passive infrastructure underpinning the NGNBN, the development of wholesale service terms, as well as other associated interconnection and licensing issues;
• Telkomsel through the lifecycle of its mobile network procurement and operations, including negotiating complex, large scale procurement and services agreements with each of the major mobile network vendors;
• incumbents and new entrants in Singapore, Saudi Arabia and Oman in respect of a range of regulatory matters, including wholesale access terms and access disputes; and
• an Australian State Government to improve the efficiency of shipping ports through the development and implementation of access rules.

Andrew holds degrees in law (with first class honours) and communications. He is currently completing a Masters of International Studies.  Before joining Webb Henderson, Andrew practiced as a lawyer in the Corporate, Communications and Technology group at Gilbert + Tobin.
