Andrew Walsh, Lawyer

Andrew is a specialist communications and technology lawyer.  He has acted for many significant participants in the telecommunications, media and technology (TMT) industries, both in Australia and internationally.  Andrew's practice is equally focused on complex commercial transactions and strategic regulatory matters in the TMT sector.

Most recently, Andrew has acted for:

• a major participant in the design, construction and operation of Singapore's next generation national broadband network, from network rollout and operation through to development of wholesale service terms, as well as other associated interconnection and licensing issues;
• the largest mobile operator in Indonesia through the lifecycle of its mobile network procurement and operations, including negotiating complex, large scale procurement and services agreements with each of the major mobile network vendors;
• an Australian mobile network operator in relation to mobile termination issues, including drafting and negotiating commercial agreements, assisting in Australian Competition Tribunal appeals and advising on Part XIC of the Trade Practices Act;
• incumbents and new entrants in Singapore, Saudi Arabia and Oman in respect of a range of regulatory matters, including access disputes, reference interconnection offer reviews and public consultations; and
• an Australian State Government to improve the efficiency of shipping ports through the development and implementation of access rules.

Andrew holds degrees in law (with first class honours) and communications (majoring in journalism).  Andrew is currently completing a Masters degree in International Studies.  Andrew recently served as treasurer for the NSW Society for Computers and the Law.

Before joining Webb Henderson, Andrew practiced as a lawyer in the Corporate, Communications and Technology group at Gilbert + Tobin.
