Mark Toner, Partner

A competition, public policy and regulatory partner since 2007, Mark advises clients across the spectrum of public policy issues, with a particular focus on key network industries such as mobile, next-generation broadband, aviation, energy and media. This cross-industry experience allows clients to leverage wide experience and an indepth understanding of competition law, regulation and policy development as it applies across industries and across jurisdictions.

With qualifications in both law and economics, Mark also brings an integrated legal and economic understanding to public policy and competition law advice and strategy. Mark advises on the regulatory implications of mergers and joint ventures, pricing practices, state aid by Governments, regulatory applications and changes to legislation. This also includes advising on the competition law implications of market characteristics such as vertical integration, natural monopolies and the presence of market entry barriers.

Mark has significant international experience working in London, Brussels and throughout the Asia Pacific region assisting clients strategically engage with Government, regulatory authorities and officials to deliver public policy outcomes consistent with the demands and realities of business.

Mark’s practice extends beyond legal and regulatory advice to assisting clients engage with policy makers, politicians and regulators to ensure their interests are effectively represented before such decision makers. Mark also advises clients in relation to challenging the decisions of public authorities through the Courts.
